Better Homes Burlington Zero-Interest Loan Reopening for Applications
Burlington City Council has approved a second round of zero-interest loans up to $10,000 to a limited number of approved Burlington homeowners who would like to install an air-source heat pump in their home. You can learn more about the benefits of heat pumps here.
Before proceeding with the application for a loan, check out the following to see if you meet the eligibility requirements:
- Residential low-rise building (detached, semi-detached or townhouse) must be located in Burlington, Ontario.
- The property must have a property tax account with the City of Burlington and be serviced by gas or oil for home heating purposes.
- All registered owner(s) of the property must consent to participating in the Program.
- Property tax and other payment obligations to the City of Burlington for the past five years must be in good standing.
- Owners must enroll in the pre-authorized property tax payment plan prior to approval.
The Better Homes Burlington program may be stacked with other funding programs, including the Greener Homes Canada Loan and the relaunched Home Efficiency Rebate program. For more information, visit our page on home energy retrofit Incentives and Resources.

Applications for the Better Homes Burlington Program will be accepted until the end of December 2024 or when the program is full, whichever comes first.
Additional Programs and Incentives from the City of Burlington
The City of Burlington offers many great financial incentives and programs that homeowners can use to help reduce the cost of making their homes more energy efficient and climate resilient.
- Residential Solar Panel Building Permit Grant: covers the cost of the building permit for solar panel installation.
- Plumbing Permit Fee Grant Program: covers the cost of the building permit for sump pump and backwater valve installation, and repair or replacement of a sanitary line (only with the installation of a backwater valve).
Connection to Burlington’s Climate Action Plan
Better Homes Burlington is an action under the City’s community Climate Action Plan, approved by Council in 2020 following their climate emergency declaration. Burning fossil fuels to heat our homes produces greenhouse gas emissions that contribute to climate change.
Take Action Burlington! By transitioning away from the use of fossil fuels, we can reduce our carbon footprint and by participating in flood prevention programs, we can be better prepared for warmer, wetter, and wilder weather. Collectively we can make a difference.
